How to get a person arrested in thier home for using drugs around thier child?

ok so there is this couple who have a child who are constantly doing drugs... they leave there child in the home to fend for themselfs while one is shooting up and the other is smoking crack! the women has been raided a couple times and known for drugs.... but the problem is ....is how do i make a report to get the police in the house to be able to see the drugs and whats going on?
