What is a good bird....?

with the ok from mom and dad im getting my niece a bird for her birthday...she is 5, what is a good pet bird for her to have. and for the people sho are freaking out by her age she will only pet the bird under super vision and her parents will be taking care of it, she loves birds and had one but it died (not her fault lol) so what is a good bird. perferable one that can have the cage outside mostly..we live in souther cali...and one that dosent chirp to much
