What is the best way to deal with nations that are murdering their own citizens?

Guns don't work when you drop them out of airplanes. I don't know your political persuasion but the libs are still raising hell about the War in Iraq and Afghanistan and now you want us to start dropping guns and ammo into countries that did the same thing Saddam Hussein did? Amazing!
